About hybrid threats and cyber attacks in Szczecin



     What are hybrid activities, do they pose a threat to the Polish maritime economy and our presence in the Baltic Sea? Are we ready to counter them? These issues were discussed by thinka Nobilis Media as part of the Security Forum Szczecin conference platform, which took place on June 29 in Szczecin. The honorary patronage over the event was assumed by Michał Jach, head of the Parliamentary National Defense Committee. GAZ-SYSTEM S.A. has become the strategic partner of Security Forum Szczecin. For the fourth time, the awards of the think tank Nobilis Media, the so-called Nobilisy 2020 for activities strengthening various areas of state security.

     Zbigniew Gryglas, deputy minister of the Ministry of State Assets and at the same time government plenipotentiary for offshore wind energy, started the discussion underlining the strategic importance of energy for the country's economy.

     - In fact, the program adopted by the government with the perspective of 2040 is no longer diversification, but the construction of a new energy system - emphasized the minister, referring to the document adopted by the Sejm above political divisions. - We have to build this system responsibly and economically. We can turn off fossil fuel-powered blocks gradually and only when we have new capacity. There is no consent to the passage of Turow.

The minister admitted that the importance of gas from which we will obtain heat and energy will gradually increase. Over time, the proportions will change in favor of offshore wind energy and other renewable sources. By 2040, 1,000 windmills are to be built in the Baltic Sea. Add to that land power plants and photovoltaic sources.

     - And all these are objects and the so-called Critical infrastructure of strategic importance, which must be secure, inter alia from hybrid threats - emphasized Gryglas.

MP Leszek Dobrzyński from the Sejm's National Defense Committee, and at the same time the head of the subcommittee on, budget, finance and the structure of the Polish Armed Forces, noted that in reality we had always dealt with hybrid actions against Poland, only the methods of attacks and their technological advancement were different.

     - Offshore wind farms over a large area can be an easy target of attacks - admitted the MP.

Konrad Bacewicz, head of the Pomeranian branch of the ABW, emphasized that every area, object, person may be a potential target of attacks. Communication systems, energy, but also transport, supplies, cyberspace, etc. are particularly sensitive.

He cited translations of hacker attacks, incl. to a fuel company in one of the US states, as a result of which stations in a large part of the country were deprived of fuel for a week. Another attack involved the abstraction of drinking water and manipulation of the composition of its treatment additives. Hybrid threats introducing disinformation, duplicating false messages, e.g. in the area of ​​counterintelligence activities, are very dangerous.

West Pomerania is becoming an industrial and energy hub of the Republic of Poland. The LNG gas terminal is being expanded, the construction of the Baltic-Pipe gas pipeline has started, the implementation of which in our area is the responsibility of Gaz-System. A polymer factory is being built in Police - the largest chemical investment in the country and one of the largest in this part of Europe. Discussion participants pointed out the scale of these investments and the potential benefits they bring for regions and ports in the area of ​​offshore installation and servicing.

     - We count on the so-called local content in offshore energy, i.e. a target share of at least 40 percent. Polish companies in this sector - emphasized Deputy Minister Gryglas. - The installation port in Gdynia, the service port in Ustka and Darłowo are recommended, but I also see opportunities in the offshore area for the ports of Szczecin and Świnoujście.

     - It is a fact that it will be difficult to secure 1,000 windmills in the Baltic Sea - admitted the minister. - But it is also true that these offshore windmills, onshore power plants, tens of thousands of photovoltaic sources, are a hindrance to potential hybrid attacks precisely because of their dispersion, as opposed to the location of one powerful power plant.
