Baltic Sea Congress of Critical Infrastructure and Wind Farm Security, Szczecin, October 4-5

     How to protect critical infrastructure?
The Baltic Sea Congress on Critical Infrastructure and Wind Farm Security is an event that took place in Szczecin on October 4 and 5. Over 70 people from Poland and abroad took part in it. The discussions concerned, among others: the potential and development of wind farm projects in the Baltic Sea, CI and OWF security management, the use of artificial intelligence in optimizing the security management of critical infrastructure, and drone and anti-drone systems. The event's partners and sponsors included the Multinational Corps North East, Maritime Operations Center, Polska Grupa Energetyczna, Orlen Neptun, Enamor, Górnictwa i Energetyka Nowoczesna S.A.

The strategic assumption of the Congress is to analyze new capabilities of the Polish Navy and Armed Forces in supporting operators in protecting critical maritime infrastructure, including wind farms in the Baltic Sea. It is also intended to determine the scale of hybrid, terrorist and military threats in the Baltic Sea region, as well as the role and activities of NATO in the maritime security system. On the first day, the participants learned about, among others: with the possibilities of using unmanned aerial and underwater vehicles and artificial intelligence in infrastructure protection. The guests were welcomed by Lt. Commander Artur Bilski, president of the Nobilis Media think tank - the organizer of the Congress, who stated that the Congress is a summary of the current activities of the Nobilis Media think tank in the field of building security awareness around CI.

Deputy Minister of Infrastructure Marek Gróbarczyk spoke about the development of maritime port infrastructure and offshore wind farms. - It is a huge success of Western Pomerania that the construction of offshore wind farms will begin here - emphasized the deputy minister. - Let me remind you that there was a competition between the Tricity and the Szczecin-Świnoujście port and my predictions turned out to be most accurate: Świnoujście is the best place to build an offshore terminal. This construction has already started. This is the first element, but the licenses that were finally granted two days ago, i.e. five licenses for Orlen and five for Polska Grupa Energetyczna, guarantee that wind energy will be in Polish hands, primarily in terms of producing the most stable of the unstable energy. , because wind energy is of course very risky, but offshore wind energy - especially on the Słupsk Bank - provides very high efficiency. Importantly, today Szczecin is also becoming the main center for the production of components for offshore wind energy. I think this is a huge opportunity for the region, especially in terms of new jobs.

Investment plans regarding strategic critical infrastructure and energy independence were presented by Artur Zawartko, vice-president of Gaz-System. President Zawartko also informed about Gaz-System's activities to strengthen CI protection and cooperation with state services in this regard, including MOSG and MW. The role of the Maritime Unit of the Border Guard in protecting the above-mentioned infrastructure, including the LNG terminal and the Baltic Pipe gas pipeline, was presented by Rear Admiral Andrzej Prokopski, Commander of MOSG. Rear Admiral Prokopski also received the award from the Nobilis Media think tank for the Border Guard as the institution of the year in the category of promoting the country's security and defense.

The panel on energy from the sea, which is to ensure a safe energy future for Poland, was discussed by representatives of business (Orlen Neptun and Vestas) and the Maritime Office in Szczecin. The next debates concerned the protection and monitoring of infrastructure in the Baltic Sea. The program also included a decision-making game with the participation of representatives of various state institutions and the Armed Forces. On the next day of the Congress, there was a discussion and workshops on the role of the NATO Multinational Northeastern Corps in the implementation of security policy in the Baltic Sea and Central Europe and the protection of critical infrastructure. The guests were welcomed by the Corps Commander, General Urgen von Sandrart. Corps officers and the Chief of Staff, Brig. Gen., took part in the panel and discussion. Bogdan Rycerski.
